GOVERNANCE, SOCIAL CAPITAL AND THE SOCIOECONOMIC IMPACT OF THE 7 MILLION FUND IN CHIBUTO DISTRICT, GAZA PROVINCE, MOZAMBIQUE

Resumo

This article examines the impact of the 7 Million Fund” in the District of Chibuto, a public financing mechanism designed to promote local development, stimulate community entrepreneurship, and expand income-generation opportunities for groups excluded from the formal banking system. The study adopts a qualitative and exploratory research design, relying primarily on documentary and bibliographic analysis of official reports, minutes from Local and District Consultative Councils, and financial execution records from 2007 to 2015. Descriptive statistical procedures—such as frequency distribution, temporal analysis, and proportional mapping—were applied to systematize the evolution of funded projects and compare investment categories. The findings reveal that 945 projects were financed, with a clear predominance of income-generation initiatives, which showed consistent growth over the period, while food-production projects declined sharply. The fund supported the creation of 2,951 jobs and contributed to strengthening community associations, thereby enhancing local social capital. However, the analysis also identifies structural limitations, particularly regarding gender inclusion, as only 22.7% of beneficiaries were women, as well as weaknesses in monitoring, loan repayment mechanisms, and overall administrative management. Interpreted through the lenses of New Public Governance, Public Value Theory, and Social Capital Theory, the results suggest that although the fund has generated meaningful socioeconomic improvements, its full effectiveness depends on strengthening participatory governance, enhancing transparency and accountability practices, and consolidating community networks responsible for implementing local initiatives.
