At the beginning of this century, the growth of the public sector's participation in financing innovation was observed in Brazil. With the regulation of the Brazilian Innovation Law in 2005, the Governments started to execute grants for innovation, meaning non-reimbursable financial support to companies in order to develop innovative activities, in partnership with the Federal Government. In 2013, the Government of Espírito Santo State, performed the grants in the state, through TECNOVA-ES Program. A total of R$13.5 million has been injected into 38 companies with the aim of developing innovative products and services to expand the competitiveness of these companies. This article evaluates the impacts of TECNOVA-ES with emphasis on the commercialization of products/services. The main results revealed 27 companies participating in the evaluation (71% of the population) have developed 65 products, of which 46 have reached the market, resulting in a commercialization rate of 70%. In terms of turnover, more than 55% of the companies participating in this study had no impact on their turnover due to TECNOVA-ES. However, the program allowed almost 15% of the companies participating in the evaluation to increase their revenues by more than 100%. In this process, the public policies that govern the waterway market have relevance in interfering in regulating these interactions between those involved. This article aims to demonstrate over time the public policies of Brazil that act in ports and terminals. In Brazil, this research path is fruitful. In this sense, this study contributes to the research stream about Production Engineering research, with an empirical analysis correlating education, the process of development, and the application of a serious game. Through a questionnaire created especially and applied in this study, we compare the cognitive and affective aspects present in Bloom's taxonomy. The results brought two contributions. The first concerns the cognitive aspects that identified a positive and significant influence in the teaching of manual simulation when used in the ACD game. The second contribution brings potential benefits for the development and application of serious games for educational purposes concerning the affective aspects in which it was identified that the ACD Game positively affected these benefits. These programs are focused on financing innovation in the modality of Economic Subvention (ES), which means the provision of public resources directly to companies for the development of Research and Development (R&amp;D) activities. For this reason, the Capes Dissertation and Thesis Bank was used. The main results showed that the theme is of interest to researchers from north to south of the country, with emphasis on the Southeast, Northeast and South regions. Applied Social Sciences, Engineering III and Multidisciplinary were the areas of Knowledge that most sought to study ES. The importance of this type of financing for the performance of the beneficiary companies, the business maturity for the success of the projects and the relevance of the program to expand the cooperation of companies with the university were observed in the selected studies.
