PUBLIC POLICIES IN SOLIDARITY ECONOMY: CONCEPTION AND APPLICATION OF LAW NO. 3621 OF JULY 30, 2021 IN THE MUNICIPALITY OF NITERÓI - RJ

Resumo

Law No. 3.621 of July 30, 2021 established the Municipal Solidarity Economy, Fight against Poverty and Economic and Social Development Program of Niterói, Rio de Janeiro, which united different discourses to the Solidarity Economy. The aim of this work is to study the conformation of networks of socio-technical relations and carry out a legal study of the amendments resulting from the legislative process of creation of municipal law nº 3621/2021, evaluating debates, controversies and externalities that impacted on Solidarity Economy agendas. Through the legal analysis of amendments approved and rejected by the Public Power, in the Chamber, through its parliamentarians or by the CCJ - Committee on Constitution, Justice and Citizenship - the drafting of the law forms networks that allow for discussion about the disagreements generated and their dynamics. It will be possible to obtain as results the possible reasons that led to the rejections of the amendments presented by the social movements, especially those proposed by the Forum of Solidarity Economy of Niterói. The methods used will be bibliographic survey and empirical, descriptive and qualitative research. The methodological premises of the Actor-Network theory, by Bruno Latour and Michel Callon, will be used.
